| WHAT
IS THE CLIENT ASSISTANCE PROGRAM? Assistance Program (CAP) is a national program mandated by the Rehabilitation Act of 1973 to ![]() protect the rights of applicants, clients, and former clients of the Department of Rehabilitation (DR) and other programs/agencies supported by Rehabilitation Act funds. CAP advocates throughout California provide the following services at no cost: Information regarding rights and benefits available from DR, and rights under Title I of the ADA;
Investigation of clients' complaints and problems;
Assistance to clients in negotiating resolutions to Referrals for legal assistance
